Why does my parakeet keep rest on your food tray?

I brought two new and previously parakeets have two. So all in all I 4 parakeets. My concern is one of my new parakeets seem to sit and sleep on your food tray. The other 3 parakeets bird watches as he falls asleep in their food and are now beginning to do this by watching it .... Why does my parakeet keep falling asleep in your food tray?

My Finches like to sleep in trays of food, too. It should feel like a nest, I guess. I have a couple of extra empty food trays in the cage to curl up in what you do not sit in seeds.
